			<content:encoded><![CDATA[<p>If you&#8217;re opposed to government-run health care, would you donate to a candidate who will vote in favor of it?</p>
<p>If you’re a sportsman, would you contribute to the campaign of someone who prefers to ignore the Second Amendment?</p>
<p>That’s exactly what happens under the state’s Public Financing Law. </p>
<p>Under the provisions of the program, taxpayers can check off a box on their state taxes to donate $1 to public campaign financing. That money is used to match other donations for participating candidates. Although donating the dollar is voluntary, taxpayers have no say about who gets their money.</p>
<p>As a candidate for State Auditor, I have refused to participate in the public financing program. I won’t take your money unless YOU want to give it to me.</p>
<p>Some of the other candidates running for State Auditor are participating in the public financing program, including my opponent in the September primary. Every donation she receives, from back in 2009 until the primary in September, up to $250, is eligible for matching money from the public financing kitty. The other candidates are taking advantage of what they believe is free money. I know there is no such thing as a free lunch.</p>
<p>In both my business dealings and my campaign, I have always stood strongly on principle. I will not waver from this. At one job, when making cost-cutting suggestions, I recommended that the company lay me off. It was the right thing to do, regardless of the personal impact to me.</p>
<p>Refusing public financing is the right thing for me to do. I promote Total Transparency, and, as Auditor, will let you see how the state is spending every penny of your money. I can’t approve of a program that takes your hard-earned dollars and gives it to candidates you would never choose to support.</p>
<p>Total Transparency is about knowing how every dollar and every dime of your money is spent. When you are armed with this knowledge, you have the tools you need to fight against the programs you are opposed to, and for the programs that support your values.</p>
<p>When you donate to the Kamal Jain for Auditor campaign, your money goes directly to helping bring Total Transparency to Massachusetts. It will pay for yard signs, radio ads, and TV ads, all to bring my message of Total Transparency to the voters. Your money will help elect an Auditor that won’t just claim to tell you what’s going on behind the government’s curtain of secrecy. I will tear down the curtain and let you see it all for yourself.</p>
<p>Since I’m not taking any “public” money, direct donations are needed all the more. If you will donate $250 or $100 to my campaign, you will make a big difference.</p>
<p>If you will donate $25 or $50, you will help us spread the word.</p>

			<content:encoded><![CDATA[<p>With great respect for Alexis de Tocqueville, let us consider democracy in America; not the book — but the phenomenon.  The creation of our democratic republic was something bold and new in the world.  For the first time in human history, government was to be strictly limited in its powers and the people were to have any and all remaining power.</p>
<p><span id="more-549"></span>For many years our republic flourished with very little growth of government.  Most government was very local, very small and naturally transparent.  People knew what was going on and had a say in it.  Waste was hard to hide.</p>
<p>As the nation grew faster, so did government.  Like any bureaucracy, the larger government got, the more wasteful and inefficient it got.  But the more local government was, the more naturally transparent it generally was, because people could see the outcomes and effects of government with their own eyes.</p>
<p>In more recent years, government growth has been primarily at the state and Federal level, where it is, by definition, not local, and by nature increasingly opaque and hidden from the eyes of the people.  To address this concern, state and federal government established entire bureaucracies just to audit the government for waste and inefficiency.</p>
<p>The problem with this arrangement is obvious: <strong>Government cannot objectively audit itself</strong> any more than an individual or corporation could objectively audit themselves.  There is an <strong>inherent conflict of interest</strong>, as well as the bias and indifference that comes with spending other people&#8217;s money.</p>
<p>For generations, ever-expanding government was only tracked on paper, and then eventually on proprietary computer systems controlled by government itself.  Freedom of information requests were — and often still are — paper forms submitted in person or through the mail, which eventually yield paper results.</p>
<p>None of the information was easy to obtain or easy to consume.  The people had little choice but to rely upon government to audit itself and hope for the best.</p>
<p>No more — now we can have <strong>Democracy in America 2.0!</strong></p>
<p>The late 20th and early 21st century have brought to the masses unprecedented access to information and technology.  Nearly all government operation occurs on computer systems which can produce information that is easy to obtain and easy to consume — and easy to understand.</p>
<p>Fundamental to democracy working correctly is civic engagement.  The people need to know what their government is doing, and be able to participate through the democratic process of voting.  According to <a href="http://www.agacgfm.org/poll.aspx" target="_blank">polls commissioned by the Association of Government Accountants</a>, government transparency is very important to the American people.</p>
<p>Here in Massachusetts we have a paradox:  One of the most technically well-equipped states, with a complete lack of state government transparency.</p>
<p>So why no transparency?</p>
<p>Because most politicians and candidates do not embrace true transparency.  They have learned that &#8220;transparency&#8221; is a word they can throw around and win points with, but unless they are talking about <em>true</em> and <em>total</em> transparency, where the people can directly see the information with their own eyes, then it isn&#8217;t transparency.</p>
<p>Any politician who says that they will find government waste and show the people isn&#8217;t offering transparency, <strong>they&#8217;re offering to go behind the curtain and tell the people what&#8217;s back there</strong>.  That is not transparency.  No politician is immune to the influences of being in government; they cannot be objective.  And with the <a href="http://kamaljain.com/news-events/resources/" target="_blank">sheer size and scope of today&#8217;s state government</a>, it is hubris to make such claims or promises.</p>
<p>Until recently, we had little choice.  But today we have the democratizing benefits of technology.</p>
<p>The Internet, powerful home computers, and smart mobile phones have given billions of people on the planet cheap and instant access to vast collections of news, information and wisdom.  We no longer have to go to libraries and search through card catalogs in hopes of gaining knowledge.  We no longer have to rely solely on a very small set of news outlets such as newspapers and television.</p>
<p>We no longer have to allow our government to operate secretly and without transparency.  We no longer have to trust politicians and rely on government to objectively audit itself.</p>
<p>We have had the technology and the ability.  We have only lacked the right government Auditor to make it happen.</p>
<p>Until now.</p>
<p>I&#8217;m Kamal Jain, and I am the ONLY candidate for State Auditor with <strong>a promise and a plan to bring Total Transparency</strong> to our state government.  I promise to return the power to oversee government to the people by making all financial information freely accessible and easy to understand.  I&#8217;ve made <a href="http://kamaljain.com/news-events/announcements/kamal-jain-pledges-term-limit-and-more/" target="_blank">other pledges</a> as well.</p>
<p>I will establish a Massachusetts version of the famed Grace Commission, which will enable volunteers from the private sector to actively audit government operations.  These things will empower the people to become citizen auditors.</p>
<p>No politician, bureaucrat or government department can objectively audit government or tell the people what is going on inside.  Only Total Transparency can. Only Total Transparency will return the power to rein-in government back to the people.<strong> If we want Democracy in America 2.0, we have to demand Total Transparency.</strong></p>

<p>If you&#8217;re like most people, you prefer simplicity and clarity.  But we constantly hear politicians telling you how complicated things are, that we need &#8220;experts&#8221; to make important decisions for us.  They tell us not to worry our pretty little heads with the details of how government operates and how it spends money.</p>
<p>They talk about things like &#8220;structural deficits&#8221; — a fancy name for spending more money than you have.  When someone mentions &#8220;structural deficits,&#8221; a lot of people tend to think &#8220;oh, that sounds complicated, better leave it to the experts&#8221;.</p>
<p>But when you look at the real problem, you see it simply: <strong>Our politicians have a spending problem.</strong> If someone told you the state had a spending problem, you would probably want to jump right in to help solve it by cutting spending, not raising taxes, right?</p>
<p>&#8220;No, it really is too complicated for the public to understand,&#8221; say the politicians and bureaucrats on Beacon Hill.</p>
<p>I&#8217;m Kamal Jain, candidate for Massachusetts State Auditor, and I&#8217;m with you — the problem is simple: Our politicians have a spending problem, and they&#8217;re not just in denial, they&#8217;re lying about it.  There have been <strong>no cuts in total spending</strong> over the past 10 audited years. <p>You don&#8217;t want some &#8220;expert&#8221; to tell you what they think you need to know about the dark and dirty recesses of government.  You want to see them firsthand, with your own eyes.</p>

<p>Thank you – and good morning.  It is GREAT to be here!</p>
<p><strong>Our state spends $1 Billion every week!  </strong>Do you know what they’re spending it on?  Would you like to know?  I’m Kamal Jain, candidate for State Auditor, and I want to help you find out.<br />
 <br />
While campaigning across the state, I’ve met many of you at City and Town Committee Meetings and events.  I’m thrilled to see the energy and excitement of all our Republican activists!</p>
<p>Let me tell you a bit about my background.  My parents immigrated to New York in the late 1950s.  I’m actually a bit of an immigrant myself; I was born in New Jersey.</p>
<p>My folks grew up in India – under British rule.  Like many Indians, they protested and fought against the British.  And you know what?  <strong>They won.</strong></p>
<p>Growing up in Framingham, I heard stories from my parents about their struggle for independence.  I learned the importance of freedom.</p>
<p>In school and Scouts, I learned how our American ancestors had also struggled for independence from the British – <strong>and won.</strong></p>
<p>For more than two decades I’ve been working in the private sector, mainly at high-tech startups, running operations and customer service.</p>
<p>I’ve had to meet payrolls, get the job done under budget and ahead of deadline, prune waste and inefficiency, hire and fire, lay off employees – and even lay myself off.</p>
<p>From a very young age I developed a deep respect for our nation’s founders.  Each of you found a Constitution in the bag we left on your seat.  It’s a gift from my campaign to you.  I gave you this Constitution because we must see that future leaders are exposed to the wisdom of our Founding Fathers.</p>
<p>Recently, I was humbled and honored when I received an endorsement from a fellow protector of the Constitution and great patriot: United States Congressman Ron Paul.  He paid me the highest honor by saying:</p>
<p><strong>“Kamal Jain is a man of strong integrity and true principle. He has a strong understanding of the pro-American, pro-Liberty principles we dearly need in our elected leaders. I am happy to endorse Kamal Jain in his campaign for State Auditor.”<br />
</strong><br />
Ron Paul challenged me to run for office as a Republican, and I am here before you today having accepted his challenge.<br />
We haven’t had a Republican Auditor in Massachusetts since the early 1930s.  <strong>We’re about to fix that.</strong></p>
<p>I am limiting myself to two terms as Auditor.  On my first day in office I will give myself a 10% pay cut and refuse a public pension.  <strong>No pensions for politicians.</strong></p>
<p>For over two years I have been actively researching state government spending.  During that time, I’ve been a public speaker and shared what I’ve learned.  But my research turned up more questions than answers. </p>
<p>I started the conversation about Massachusetts state government Total Spending.  Last year’s state budget was $28.2 Billion, but Total Spending was $51.8 Billion.  Other candidates have picked this up, but I am the one who brought it to light.</p>
<p>Every event I speak at, whether it’s to Republicans, Tea Parties, 9-12 activists, or other non-partisan groups, I’m sharing the truth about state spending.</p>
<p>I’m showing people the difference between the $28.2 Billion state budget, and the colossal $51.8 Billion Total Spending.<br />
Every voter I speak to – all the Republicans, all the Independents, and yes, even all the Democrats – want to know where all that money is going.  Where all their money is going.</p>
<p>Obviously, Republicans and Democrats have different ideas and different beliefs about what the state government should spend money on.  What laws should be passed or repealed and what services should be offered or abolished.</p>
<p>But the voters, all the voters from every party, agree on one thing: We should know exactly how the government is spending our money.</p>
<p>If you don’t know where all that money’s going, if the state government is allowed to hide its spending, and not reveal how much they are paying, to whom and for what, then you don’t have the information you need to support the programs you like, or to work to abolish the programs you disagree with.</p>
<p>THAT is what made me decide to run for State Auditor.  Year after year of hearing about the budget and how it was being cut.  Hearing rumors of “off-budget spending” and not being able to find any details or explanations as to exactly what that was.</p>
<p>I wanted to know.  <strong>Now I want THE PEOPLE to know.</strong></p>
<p>This is what $51.8 billion looks like.  That’s a FIVE, a ONE, an EIGHT, and then <strong>EIGHT ZEROES </strong>before the decimal point.<br />
Our state government spent $1 billion every week last year.</p>
<p>They spent nearly A BILLION DOLLARS more last year than the year before – in the middle of the worst economic downturn of our lives.</p>
<p>Think last year was the exception to the rule?  Think again.   </p>
<p>That is a simple chart I created by taking the last 10 years of Total Spending and comparing it to each year’s budget.  The pink part is the budget each year, and the red part shows Total Spending.  About 45% of spending each year is off budget.</p>
<p>Most people I show this to don’t believe it at first.  Then I show them the audited data, and they get angry.     </p>
<p>Today, we citizens can only get summary data. </p>
<p>While I was researching state spending, I submitted a Public Records request to get the details on how they spent all the money.  I was told that yes, I could have that information.  It would only take them 4 months to provide it, at a cost to me of at least $6,000.  $6000 and 4 months to find out how they spent my money.  How they spent your money.</p>
<p>What can the Auditor do about this?  The State Auditor has access to every dollar, every dime of state spending.  He can help them keep it under wraps, or he can open the books and let all of us see for ourselves.</p>
<p>What is the role of the State Auditor?  Let’s start with what it is not.</p>
<p>The State Auditor doesn’t do financial auditing; that’s done by the Comptroller.</p>
<p>The State Auditor’s office is responsible for Government auditing.   Investigating performance and compliance, and identifying waste, fraud and abuse.</p>
<p>The Auditor’s office also works with cities and towns to help represent their interests on unfunded mandates from Beacon Hill.   </p>
<p>The position of State Auditor truly is an executive leadership role, not a hands-on audit role.  The Auditor sets policy and direction; provides leadership and vision.  The Auditor reports directly to the people.</p>
<p>The State Auditor’s office has over 300 employees.  About 200 are actual auditors.  We don’t need one more Auditor telling them what to do; we need an executive Auditor with vision and ideas…and a plan.</p>
<p>We need an Auditor who understands Total Transparency.   </p>
<p>Back to Total Spending: $51.8 billion.</p>
<p>Let’s put that into perspective.  $51.8 billion is about the same size as UPS or Sunoco.  If these companies published financial data the way our state government does, their executives and directors would go to prison.    </p>
<p>According to recent surveys commissioned by the Association of Government Accountants, the vast majority of Americans expect transparency and say that it affects their voting decisions.  </p>
<p><strong>Quis custodiet ipsos custodes?</strong></p>
<p>That’s Latin for “Who shall guard the guardians?” or “Who shall watch the watchers?” </p>
<p>My answer is simple: The Auditor – together with the people.</p>
<p>President Reagan liked to say <strong>“Trust, but verify.”</strong></p>
<p>But how can the people watch their government if they cannot see the data themselves?  How can we trust if we cannot verify?   </p>
<p>My platform is simple: The people of Massachusetts must have Total Transparency:  <strong>Every Dollar!  Every Dime!  Online!</strong></p>
<p>When I am Auditor, my office will create a transparency website that is easy to use and easy to understand by everyone from a fifth-grader to a great-grandparent.</p>
<p>People will be able to trust it by verifying that all the transactions add up to the audited figure for Total Spending: $51.8 billion.<br />
The website will include details of every RFP, every bid, every contract and every invoice.</p>
<p><strong>EVERY DOLLAR!  EVERY DIME!  ONLINE!!</strong></p>
<p>The government is spending OUR money; nothing less than Total Transparency is acceptable.   </p>
<p>Organizations like the Pioneer Institute and the Boston Herald are already trying to show the public where some of the money goes.  But they have to buy the data from the state government.</p>
<p>Imagine what they will do when they have FREE access to ALL of the data?</p>
<p>I’ve already been speaking with developers about transparency data and I assure you:  <strong>There will be an app for that.</strong></p>
<p>As we develop examples and demonstrations, we’ll post them on my website: MassTransparency.com. </p>
<p>Every voter I’ve met on the campaign trail loves Total Transparency.  Every Republican, every Independent.  Every Democrat.</p>
<p>When voters go to the polls in November, they’re going to vote for Total Transparency.  They’re going to vote for the candidates that told them the truth about state spending.  Our gubernatorial candidates have done this.  Some state rep and senate candidates are talking about it.</p>
<p>When the people vote for Kamal Jain, the Republican who spearheaded the Total Transparency movement, they are more likely to vote for the other Republicans who also told them the truth.</p>
<p>With Kamal Jain as your candidate in the general election, the Republican Party can win not only the Auditor’s seat.  We can take back the Governor’s seat.  And we can invade the state legislature with Republican Senators and Representatives.</p>
<p>Do you want a Republican or a Democrat in the State Auditor&#8217;s seat next year?  If you want it to be a Republican, vote Kamal Jain.</p>

<p style="text-align: left;">When government officials talk about the state’s “budget,” they are only referring to the funding enumerated in the General Appropriations Act (GAA) for that specific year. The GAA Budget is only the amount voted on by the legislature and signed by the Governor.  It’s <strong>not</strong> Total Spending.  The amount in the GAA Budget is only 55% of Total Spending.  The other 45% is off-budget – spending that is not up for public discussion, or even mentioned by most Beacon Hill politicians.</p>
<p style="text-align: left;">The only place the public can currently see the numbers for Total Spending is in a large document released every year called the Comprehensive Annual Financial Report, the CAFR.  For the Fiscal Year 2009 (FY2009), which ended last June, the CAFR is<strong> 203 pages long </strong>and difficult to navigate.</p>
<p style="text-align: left;">If you can get past the first 163 pages of the CAFR – pages filled with dense financial text and interesting but financially-irrelevant information about Massachusetts authors – if you can get past all of this and work your way to pages 164 and 165, you’ll find the past 10 years of Total Spending.</p>
<p style="text-align: left;">Using this information, I have charted the Total Spending of the last 10 years.  The chart above highlights the difference between the GAA Budget and Total Spending each year.</p>
<p style="text-align: left;">In the last year alone, Total Spending increased by $1 Billion.  When state government officials told us that there was a massive budget gap last year, and that budget cuts <strong>had</strong> to be made, they still increased Total Spending by $1 Billion.  <strong>How does cutting the budget equal spending $1,000,000,000 more?</strong></p>
<p style="text-align: left;">The CAFR only breaks down state spending by department, in multi-million-dollar chunks.  It does not provide details on how each department spent the taxpayer’s money.  Last year, I submitted a request under the Open Records Act to gain access to this information, already available to state officials in the electronic data warehouse.  I was told that yes, I could have the information.  It would only take four months for them to provide it, at a cost to me of $6,000.  Four months to provide information that is already readily available to state employees?  $6,000 for data that can be transmitted electronically?</p>
<p style="text-align: left;">As State Auditor, I will have access to all this information.  Access to data on every financial transaction.  Massachusetts taxpayers shouldn’t have to wade through excessively long, mind-numbing documents to find only partial information.  The state is spending <strong>our</strong> money; they shouldn’t charge us to find out how it’s spent.  I will create an online Transparency Portal to give every citizen of Massachusetts free and easy access to all the data on state government spending.  With Kamal Jain in the State Auditor’s office, all of this information – <strong>every dollar, every dime </strong>– will be published <strong>online</strong>.</p>
<p style="text-align: left;">No other candidate for auditor, from either party, has pledged to open the books for you to see.  I won’t just tell you what’s going on, I’ll let you see it all for yourself.  <strong>That’s Total Transparency.</strong></p>
